Department of State - Agency Wide Senior Transition Coordinator in Washington, District Of Columbia
Summary This position is located in the Office of the Executive Secretary (S/ES) and official position title is Senior Advisor. The Senior Advisor position is responsible for coordinating work within the Department internally and works as a liaison in collaboration with the White House for assisting the Executive Secretary in the execution of the presidential transition plan. The Senior Advisor serves as lead facilitator for incoming transition team and reports to S/ES. Responsibilities Applies qualitative/quantitative methods to analyze, assess, and develop presidential transition policies, making recommendations to the Secretary and developing tactics and approaches to achieve administration transition goals and objectives. Oversees programs, operations, and resources for the transition mission, directing timely responses to action, information, and support from the Secretary and other principals for presidential transition operations. Prepares briefing materials and reports on transition progress for the Executive Secretary, ensuring timely information flow between the Office of the Secretary, Executive Secretariat, White House Liaison, and transition team members. Coordinates groups and individuals within and outside the Department to support the President's transition plan with adequate resources, working with experts and interagency contacts to plan necessary resources for policy implementation. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: - Experience analyzing and developing policies and procedures and making recommendations for project improvements. - Experience managing projects or programs and developing briefings in accordance with policy and regulations. - Experience communicating and briefing different levels of management. There is no substitute of education for specialized experience for the GS-15 position. Education Education requirements do not apply to this vacancy announcement.
