Public Buildings Service Supervisory Building Management Specialist in Washington, District Of Columbia

Summary As a Supervisory Building Management Specialist you will serve as a technical advisor for policy, procedural direction, proper operation servicing of building systems equipment including mechanical equipment operation and maintenance in GSA owned buildings. This position is located in General Services Administration, Public Buildings Service of the National Capital Region. At this time we are only filling one vacancy, however additional vacancies may be filled from this announcement as needed. Responsibilities Serves as a technical authority in the development, application and interpretation of facility, system and equipment inspection and program evaluations, including National Computerized Maintenance Management System (NCMMS) data evaluations, specializing in the fields of facility management, mechanical equipment operation and maintenance, and maintenance management. Serves as a Regional technical advisor for policy, procedural direction, proper operation and servicing of building systems and equipment including mechanical equipment operation and maintenance in GSA-owned buildings. Prepares contract specifications for operation and maintenance, full maintenance or commercial facility management type contracts necessary for field office operations in all government-owned buildings in the National Capital Region. Provides technical interpretation of contract specifications during pre-bid and/or pre-work conferences, and in response to inquiries from prospective bidders. Assists field offices with contract administration issues by providing technical interpretation of contract specifications. Develops and/or recommends both low/no cost proposals as well as major expenditures for systems, equipment, technology, or facilities to increase productivity, improve service, reduce costs and conserve resources. Plans and delegates workload to employees and ensures established deadlines and quality requirements are met. Workload is assigned based on priorities and requirements of the project. Evaluates the performance of subordinates within established timeframes. Makes recommendations for improvement, promotion potential, and identify developmental and training needs. Resolves and/or refers grievances and more serious/unusual complaints to the Director Requirements Conditions of Employment Meet all eligibility requirements within 30 days of the closing date. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is providing technical advice and guidance on building management operations and maintenance programs. This experience includes analyzing the effectiveness of facility operations, mechanical systems and equipment to provide recommendations for improvement and cost savings; evaluating and monitoring building operations and maintenance programs to ensure compliance with requirements and industry standards; reviewing and overseeing the maintenance and/or repair of large building mechanical systems and related building technologies; and identifying and providing recommendations for building operations policies and procedures.
