Administrative Office of the U.S. Courts Supervisory Contract Specialist in Washington, District Of Columbia

Summary The Supervisory Contract Specialist position is in the Department of Administrative Services, Acquisition Management Office (AMO), Procurement Management Division. The AMO is responsible for executing the judiciary's procurement program by providing acquisition program management and oversight, acquisition policy guidance and support, and conducting procurement activities on behalf of the AO and federal judiciary organizations nationwide. Responsibilities The Administrative Office of the U.S. Courts (AO) is seeking a highly motivated and skilled Supervisory Contract Specialist with expertise in acquiring complex information technology (IT) and digital services. The position will report to the Chief of the Procurement Management Division in the Acquisition Management Office. The incumbent will lead a staff of procurement professionals primarily responsible for conducting local IT procurement and contract administration activities for AO's Department of Technology Services and awarding and administering national IT contracts for use by Judiciary organizations nationwide. The duties of this position include, but are not limited to: Leading and supervising a staff of professional contracting officers. Providing technical guidance and direction on acquisition planning contract formation, and contract management. Supervising the performance of the branch's contracting activities for important and complex agency acquisitions primarily involving IT related supplies and services, hardware, software, subscriptions, systems development, maintenance and administration, cloud-based services, digital services, telecommunications, and electronic systems and subsystems. Leading and conducting negotiations and meetings with contractors on sensitive or controversial issues as the authoritative contracting representative. Serving as the Source Selection Authority for some of the agency's most complex and large-scale IT procurements. Serving as a Contracting Officer. Serving as a principal technical authority, subject matter expert, and advisor for AO and nationwide IT contracting programs. Acting as one of the Procurement Management Division's principal representatives to AO customers and court units nationwide. Advising senior level management on the status of procurement actions, including problems and proposed solutions. Delivering presentations, conducting training, and providing consultation to Judiciary personnel. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as a contracting officer providing leadership, direction, and guidance in acquisition planning, contract formation, and contract management for complex or major IT systems and services, cloud-based services, and other digital services. In addition to the Basic Education Requirements for this position, your resume must also demonstrate experience in the private OR public sector performing the following: (1) Providing the full range of contracting and contract administration services for IT services and equipment, and (2) applying innovative (e.g., TechFAR, Digital Services Playbook, PIL, etc.) and advanced contracting methods in the acquisition of IT services. Certification: This position requires the incumbent to hold a current Federal Acquisition Certification-Contracting (FAC-C) Professional or an equivalent Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, Applicants with a FAC-C Professional must have completed all training and experience requirements to achieve FAC-C level III prior to January 31, 2023. Education In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level. Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
