Transition Manager

Location: Washington, DC Metro Area

Required: US Citizen

The IT Transition Manager plays a critical role in overseeing and managing the transition of information technology services, systems, infrastructure, and support from legacy environments to new or modernized solutions within a federal agency. This position ensures continuity of service, minimizes risk and promotes effective communication and coordination across stakeholders during IT transitions.

Key Responsibilities:

  • Lead and coordinate IT transition planning, execution, and implementation efforts in support of agency modernization initiatives.

  • Develop and manage transition plans, schedules, resource allocations, risk assessments, and performance metrics.

  • Work with internal stakeholders, contractors, and external partners to ensure seamless transitions of systems and services.

  • Oversee the decommissioning of legacy systems and the integration of new systems into the enterprise IT environment.

  • Identify and mitigate potential risks and issues that may affect the success of the transition.

  • Ensure compliance with federal IT policies, standards, and regulations, including FISMA, FedRAMP, and agency-specific guidelines.

  • Facilitate change management activities including user training, documentation, and communications.

  • Serve as the primary point of contact for all matters related to IT transitions, providing updates and briefings to senior leadership.

  • Monitor post-transition performance and ensure service-level agreements (SLAs) and operational standards are met.

Requirements

Required Qualifications:

  • U.S. Citizenship required.

  • Bachelor’s degree in Information Technology, Computer Science, or a related field.

  • At least 5 years of experience in IT project or transition management.

  • Proven experience managing transitions of large-scale IT systems, cloud migrations, or infrastructure modernizations.

  • Strong understanding of ITIL, Agile, and/or PMP project management methodologies.

  • Familiarity with federal IT governance, procurement, and security compliance frameworks.

Preferred Qualifications:

  • Active PMP, ITIL, or equivalent certification.

  • Experience working within federal civilian or DoD environments.

  • Familiarity with enterprise architecture, cloud computing (AWS, Azure, etc.), and data center operations.

  • Excellent communication, leadership, and stakeholder engagement skills.
