McMillen, Inc is seeking a highly motivated and self-directed Hydrology/Water Quality Specialist with a minimum of 3+ years of experience to join our Regulatory and Natural Resources practice. Primary responsibilities include regulatory and natural resources technical support for a variety of hydro projects in the Pacific NW and Alaska. Consulting needs will span from project inception through FERC regulatory milestones such as pre-application documents, study planning, study reporting, and operational compliance. Additionally, the selected applicant must be effective with designing, executing, and supervising water resource field studies typically involved with the FERC licensing and relicensing process. Responsibilities: Assist with the consultation processes: design and execution of technical water resource studies, collaborate with in-house technical staff or technical subconsultants, complete license and permit applications, and participate in stakeholder meetings. Prepare well-written technical documents that adhere to the requisite state and federal regulatory requirements. Synthesize defensible scientific water resource data develop clear, well organized written reports for broad audiences. Work effectively both as part of a team and independently, possess good problem-solving skills. Successfully balance multiple tasks and projects in a deadline-driven work environment. Ability to work independently from an office perspective and communicate effectively with team members via phone, email, remote meeting platforms, etc. Conduct hydrological and water quality assessments for projects under FERC jurisdiction, ensuring compliance with regulatory standards. Collect, analyze, and interpret water quality data from surface water and groundwater sources, focusing on impacts related to energy projects. Prepare and review technical documents, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs) required by FERC. Develop and implement monitoring programs to assess water quality and hydrology in relation to energy production and infrastructure projects. Collaborate with project teams, regulatory agencies, and stakeholders to ensure all water quality and hydrological aspects are adequately addressed in FERC licensing and re-licensing processes. Provide expertise on water resource issues, including sedimentation, nutrient loading, and habitat assessment, in the context of hydropower and other energy projects. Stay current on FERC regulations, policies, and best practices related to hydrology and water quality. Prepare and present findings to stakeholders, including regulatory agencies, community groups, and project partners. Qualifications: A minimum of 3 years of experience in hydropower related consulting or industry positions with federal (FERC), tribal, and state regulatory processes. Familiarity with natural resource studies specific to water resource disciplines such as water quality and hydrology. Bachelor's degree in related technical discipline of Natural Resource Management, Environmental Science, Hydrology, or other Natural Science is required, Masters' degree preferred. Familiarity with instrumentation utilized in water quality, hydrology (e.g. stream gaging), and instream flow studies.
