Specific Responsibilities:

This is an Environmental Supervisor II- SES position in the Environmental Public Health Program, responsible to manage a comprehensive environmental health regulatory program, including the licensing and regulation of child care facilities, Large Family Child Care homes and family child care homes, School Readiness Health and Safety Checklist inspections, schools, and other related program activities. Work is performed under the supervision of an Environmental Manager - SES. Provide consultation, training, certification of staff relating to facility design and functions to assure compliance with applicable health and safety standards. Evaluate work and total work program effectiveness. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position has access to Health Management Systems (HMS) for Daily Activity Records (DAR) entry and subordinate staff review. Access to the Environmental Health (EH) database including Epidemiology reportable disease reports, physician reports, laboratory test results, epidemiology health Investigations and records containing patient Identifiers for environmental health foodborne illness investigations. Enters and updates information in Environmental Health (EH) database including inspections, complaints, permits, customer information and billing information. May view, update and release information as needed.

Plans, reviews assignments and evaluates work of subordinates. Reviews plans and applications for approval and permitting of proposed projects. Trains and counsels’ employees to improve the quality and quantity of work performed.

Supervises and coordinates the enforcement of all applicable environmental laws and regulations and recommend corrective action, including but not limited to, directing field investigations and surveys. Makes necessary evaluations to determine appropriate rules and regulations are being enforced. Reviews and maintains various records and reports relative to environmental surveys. Determines through observation if operations and activities are implemented in compliance with general department policies. Through training and instruction, introduce employees to new technical methods, procedures, and rules in which competency is required. Ensures complaint investigations are conducted and documented in accordance with policies and procedures. Assists the Environmental Administrator in coordinating and reviewing activities of field staff. Represents the Environmental Administrator in their absence.

Performs site inspections to determine the impact of projects. Performs inspections and investigations to ensure compliance with federal, state, and local standards in regulated establishments.

Monitors and evaluates ongoing field programs to determine whether child care standards are being maintained. Assists with planning and implementing quality control activities and recommends and monitors corrective action as necessary. Represents the program Director by coordinating activities of mutual concern with County, city officials, public and private organizations. Provide information to the public regarding interpretation and requirements of environmental rules and regulations. Maintains liaison with all federal, state, and local agencies involved child care licensing and other related programs. Serves as a technical advisor to Environmental Public Health program’s senior leadership, including but not limited to, performs technical evaluations, and participates on technical committees. Serves as an expert witness in legal and administrative actions. Coordinates the initiation and preparation of pending legal action.

Maintains communication with subordinates and fellow staff through individual contact and attendance at staff meetings. Monitors staff training to ensure documented compliance with Department and State certification standards. Coordinates and participates in worksite or Department-wide programs and initiatives as needed.

    Qualifications:

    Licensure/registration/certification requirements:

  • The educational requirements as per Florida Statutes state “applicants for certification shall have graduated from an accredited 4-year college or university with a degree” per Chapter 381.0101 F.S. The educational requirements as per the Chapter 64E-18, Florida Administrative Code, state “applicants beginning work in a primary area of environmental health on or after September 21,1994 must have a bachelor’s degree from an accredited college or university".

    Other job-related requirements for this position:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

  • Valid Driver’s License.

  • Steel toe safety boots are required.

  • Position is required to obtain certifications in child-care, large family child-care, and family child-care programs.
