U.S. Army Corps of Engineers Supervisory Natural Resources Specialist in West Point, Georgia
Summary About the Position: This position is located in West Point Georgia. West Point, a town in Troup County with a small portion to the south in Harris County, sits near the western-most point of the Chattahoochee River. It is home to a large reservoir, Lake West Point, which the Army Corps of Engineers built during the construction of the West Point Dam. Responsibilities Oversees the conservation, preservation, restoration and use of all lake natural resources. Oversees various out-grant programs, including concession leases. Prescribes resource management actions and plans that promote biodiversity and native species re-establishment. Recommends and implements a program of ecosystem assessment as a baseline for measuring impacts of public use Coordinates overall development and maintains land and natural resources management plans. Periodically reviews and inspects each phase of the natural resource management program. Inspects physical facilities such as nature trails, wayside exhibits, signs, interpretive and information, and audiovisual installations. Participates in the district natural resources management program by recommending policy changes, maintenance standards, O and M procedures, cost reductions, and other phases of the program Explains to the visiting public conditions prevailing within the lake area, its purpose, and association with other programs, rules, and regulations affecting use of facilities. Coordinates efforts of federal, state, local, civic, social, and others to obtain interest and support including the use of the press, radio and television in furthering Corps policy and programs. Frequently attend civic and public meetings and hearings to speak or participate in discussion of problems and to promote mutual understanding and coordination of the overall Recreation and Resource Management programs. Consults with and advises other team members regarding their role in the conservation of natural resources. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments. Evaluate work performance of subordinates. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Develops and/or administers various service contracts and assists the contracting officer with oversight of contracts. Reviews requests and oversees shoreline management program for shoreline permits for private floating recreation facilities and vegetative modifications. Recommends the short and long-range objectives, which serve as the principal framework for determining budget and personnel requirements for the lake. Administers timber harvest and aquatic weed control programs. Specialized Experience: One year of specialized experience which includes: Developing and implementing forest management plans, managing fish and wildlife habitat, promoting environmental stewardship through interpretive programs, or managing a shoreline management program through the implementation of a shoreline management plan. This work requires applying natural science principles to achieve prescribed natural resources management objectives on public lands for multiple uses. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resource Management, Forest Management, Recreational Management, or Fish and Wildlife Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
