Are you a dynamic leader passionate about community development and housing programs? The City of Wichita is looking for an Assistant Director of Housing & Community Services to manage a diverse portfolio of housing and community service programs. In this impactful role, youll oversee daily operations, lead a dedicated team, and represent the department on key committees. You\'ll drive the coordination of Section 3 initiatives, plan and implement community development projects, and build strong relationships with various agencies. Additionally, youll step in as the department director when needed, handle budget development and strategic planning, and ensure adherence to safety regulations and operational standards. This is administrative and managerial work in providing a broad portfolio of housing and community services programs. The Assistant Director must be knowledgeable about all department programs and serve as department director in his/her absence. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.

Examples of Work Performed
  • Manages the employees and daily operations across all programs.
  • Serves Provides City-wide coordination of Section 3 initiatives by all departments responsible for Section 3 eligible programs and funding, including: making training opportunities available to Section 3 residents; developing marketing strategies to attract Section 3 residents and businesses; submitting required monthly reports to management; and; reviewing Section 3 contractor reports.
  • Serves on various committees and boards as representative of the department.
  • Researches and applies for new community development and other grant opportunities.
  • Plans and participates in community initiatives related to community development and services.
  • Assumes the responsibilities of the director in his/her absence.
  • Responds to citizen inquiries and complaints.
  • Completion of work assignments may require operation of a vehicle.
  • Participates in development and administration of the department\'s budget and strategic plan.
  • Enforces safety, training and other rules and regulations.
  • Networks and builds relationships with federal, state, and local agencies and organizations.

Requirements of Work
  • Knowledge of and ability to apply standard managerial and administrative concepts and principles
  • Knowledge of and skill in principles and practices of public administration
  • Knowledge of structure and operation of municipal organizations
  • Knowledge of the principles of staff development and training
  • Knowledge of Federal housing and community development programs and funding
  • Experience in administering or monitoring Federal and/or privately funded housing programs
  • Knowledge of and skill in implementing the principles and practice of community development
  • Ability to analyze problems and situations and to present appropriate facts and recommendations concisely in written or oral form
  • Demonstrated ability to communicate effectively with professional staff, elected officials, citizens, business community, civic leaders
  • Ability to commun icate clearly and effective, both orally and in writing
  • Ability to effectively plan, direct, and coordinate the work of others
  • Requires the ability to acquire and maintain a valid Kansas driver\'s license
  • An employee shall not pose a direct threat to the health of safety of other individuals in the workplace
Required Experience and Training

Required Experience and Training

  • Graduation from a four-year college in a relevant field such as Public or Business Administration, Community Development, Community Affairs, Housing Development.
  • 5 years of experience administering community development or assisted housing federal grant programs.
  • 2 years of experience supervising employees.
  • A valid Kansas Drivers license.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
