    The Role:

  • Be entrusted to schedule, assign, oversee and review work of staff.

  • Determine priorities and plan building and grounds maintenance work.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for functioning in one of the following ways:

  • As staff assistant to a Plant Facilities Engineer 2 at a major state institution supervises and coordinates maintenance and repair projects in the building and maintenance trades;

  • As chief physical plant employee at a moderate sized state institution in charge of custodial and maintenance services for the entire institution;

  • As chief physical plant employee at a regional vocational technical school in charge of custodial and maintenance services for the entire institution.

    EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff;

  • Provides staff training and assistance;

  • Conducts performance evaluations;

  • Determines priorities and plans building and grounds maintenance work;

  • Establishes and maintains building maintenance procedures;

  • Develops or makes recommendations on development of policies and standards;

  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

  • Prepares reports and correspondence;

  • Inspects buildings and equipment to determine repair and improvement needs;

  • Receives repair requests, makes estimates of time and materials to meet requests and prioritizes according to need;

  • Maintains inventories of tools, equipment, supplies and orders or requisitions when needed, possibly requiring interaction with vendors;

  • Serves as a centralized purchasing officer for properties under their authority;

  • Coordinates arrangements for deliveries of materials and access to area by workers;

  • Arranges alternative plans for areas and services disrupted during construction and/or repair;

  • May solicit bids from outside contractors and inspect contracted work;

  • May read and interpret design blueprints and specifications for small scale renovations and remodeling;

  • May make budget recommendations;

  • Performs related duties as required.

CHIEF PHYSICAL PLANT:

  • In charge of such operations as heat supply, custodial work, vehicles and transportation as well as maintenance and repair.

    KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • relevant state and federal laws, statutes and regulations;

  • relevant agency policies and procedures;

  • materials and methods of building repair and maintenance;

  • preventive maintenance techniques;

  • Considerable interpersonal skills;

  • Oral and written communication skills;

  • Ability to

  • lay out and inspect building repair and maintenance work;

  • read and interpret blueprints and specifications;

  • coordinate work assignments;

  • utilize computer software;

  • Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the repair and maintenance of large buildings.

NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Building Superintendent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience operating building systems, including but not limited too; heating, cooling, and lighting, troubleshooting problems and changing programs as needed, operating variable speed drives and troubleshooting faults.

  • Experience with lawn maintenance and snow removal on a large scale, e.g. school campuses, commercial, sports field maintenance (fertilizing, irrigation and infield maintenance), prepping and lining of sports fields, etc.

  • Experience troubleshooting repairs at large facilities on heating, cooling, plumbing, and electrical systems.

  • Experience with State of Connecticut procurement process or other procurement bidding requirement processes.

  • Experience utilizing computer work order systems to generate, assign, track and close out work orders.

  • Experience conducting safety inspections, building condition assessments, and preparing field observation reports documenting building deficiencies and other safety concerns.

  • Experience in a supervisory capacity such as; maintaining a work schedule, assigning tasks, record keeping and conducting annual performance reviews.

    SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS

At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

  • A physical examination may be required.

    WORKING CONDITIONS

  • Incumbents in this class may be exposed to some risk of injury from equipment.

  • The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
