Veterans Benefits Administration Program Specialist (Training Coordinator) in Winston Salem, North Carolina

Summary This position serves as a training and quality review coordinator for Veterans Service Representatives , Rating Veterans Service Representative and other positions within the VSC at the Winston-Salem Regional Office, Veterans Service Center (VSC). This position has responsibility for planning, developing, directing, tracking and conducting operating training programs that provide for the development or advancement of individual employees. Responsibilities Major duties and responsibilities include, but are not limited to: The Program Specialist (Training Coordinator) administers VSC training programs that are consistent with the vision of a well trained and informed workforce in the claims processing area. Incumbent has responsibility for coordination and tracking of all VSC training, with primary responsibility for all training for VSRs, RVSRs and other positions within the VSC. Advises VSC management on all aspects of technical training policy, determines training needs based upon quality reviews, and research training packages. For example, interprets higher-level directives and develops implementation of the VBA training packages. Evaluates training programs and uses the findings in planning, developing, and installing new or modified programs. Ascertains the need for and generates surveys and studies of all facets of training program needs and review of data. Reviews surveys and staff studies, analyzes problems and trends, and develops or revises policy to correct deficient areas Responsible for providing or coordinating training, as needed, to outside entities involved in VBA processing, such as County Directors, service officers, congressional staff members, etc. Such training would include, for example, orientation of new staff, Training Responsibility, Involvement and Preparation (TRIP) training or other CO designated courses, refresher training and outreach events. Administers or coordinates Training and Performance Support System (TPSS) training modules, proctors and scores testing, and reports testing results for RVSRs, VSRs and other positions within the VSC. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying laws and regulations applicable to the Fiduciary Program and experience performing training in investigation, adjudication, and/or authorization of claims for benefits or compensation. Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the competencies. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
