Job Title: Contract Project Manager (PM)
Summary – This is a contingent Opportunity and would begin work upon the contract award
The Army National Guard (ARNG) Military Funeral Honors (MFH) program renders professional military funeral honors, in accordance with service tradition, to all eligible veterans when requested by an authorized family member. The MFH program has developed a comprehensive network within communities which quickly responds to the needs of deceased Service members and their Families. Survivor Outreach Services (SOS) is part of the Army Casualty Continuum of Care, designed to provide long-term support to surviving Families of Fallen Soldiers. Our goal is to reassure Survivors that they remain valued members of the Army Family.
The ARNG is a geographically dispersed force whose members do not have the benefit of installation-based support for MFH and caring for survivors of our fallen heroes. The need to provide MFH and SOS to geographically dispersed service members and Families is ongoing and increases during periods of mobilization, active service, and state call-ups. Zeiders seeks to hire a Contract Project Manager (PM) to implement MFH and SOS support to our geographically dispersed Service members and their Families, responsible for the performance of work, Task Order (TO) compliance, and quality control
Essential Duties and Responsibilities
Full authority to act for the contractor on all TO matters relating to daily operation of this TO.
Upon request of the next of kin, authorized representative, or authorized funeral director, ensures that the MFH coordinator arranges the provision of funeral honors for an eligible beneficiary.
Assumes full responsibility for the entire process from initial contact to final report of completion
Ensures the MFH coordinator coordinates the request, as appropriate, with: (1) The funeral director; (2) Other Military Services; (3) The VA when military funeral honors are to be conducted at a VA-administered cemetery; and (4) Other authorized providers.
Ensures no missed funerals.
Provides SOS as part of a unified program that links surviving Family Members of deceased Soldiers to the Army Family
Provides day-to-day management of the MFH-SOS Program
Leads and supervises staff including hiring, delegating work assignments, evaluating performance, approving time and attendance, setting objectives, and administering discipline
Responsible for the performance of the work, contract compliance, and quality control
Facilitates and ensures effective communication against MFH/SOS Coordinators, between top management team and individual coordinators, and that the information and directives passed down and diligently carried out
Ensures that program deliverables meet quality standards and project requirements
Responsible for the planning and execution of all activities related to a contract task order
Interfaces with the Government’s Contracting Officer’s Representative (COR), Assistant COR, and Functional Representatives
Ensures that all personnel assigned to a task meet Government qualification standards and receive necessary training
Reviews subcontractor deliverables. Responsible for contract compliance and quality control
Reviews contract execution to identify problems and ensure that the Government is provided prompt notification of funding or execution-related issues
Ensures that all work efforts are performed and managed in a skillful, efficient and professional manner, that work is appropriately planned and scheduled organized.
Ensures that required levels of performance and quality standards are established, monitored and maintained, with status, progress, and concerns reported in a comprehensive and timely manner
Recommends improvements to correct deficiencies
Other duties as assigned
Required Qualifications
Bachelor’s degree from an accredited academic institution
Prior experience serving in the military
A minimum of seven years’ experience in Program Management
Experience working with programs of a similar, size, scope, and nature.
Exceptional leadership, communication, time management, facilitation, and organizational skills.
Broad-base knowledge, experience, and skills in the areas of Military Funeral Honors, Survivor Outreach Service, military personnel, casualty assistance, and Family programs as well as an understanding of the ARNG
Ability to meet and beat deadlines
Must demonstrate knowledge of internet interaction, use of Government’s data bases, reports preparation, interpret regulations and analyze reports
Be computer literate and proficient in Microsoft Word, Excel, and Power Point
Be a self-starter and be able to execute responsibilities with minimum oversight
Ability to plan and organize work activities to achieve established program objectives goals
Ability to read, write, speak, and understand English proficiently
Demonstrated knowledge of support and sustainment-related operations
Demonstrated ability to manage and supervise staff and special initiatives. Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
Ability to operate at advanced levels of authority and manage significant activities and resources to produce and take responsibility for results
Possess a thorough knowledge of the military organizational structure, mission objectives, function, procedures, regulations, and policy of the Department of Army
Possess working knowledge of military protocol when addressing Officers, Non-Commissioned Officers, Troops and Government personnel
Ability to effectively interface and communicate with civilian and military personnel at all levels
Valid passport
Must pass a pre-employment background check
Ability to travel up to 20% of the time

This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.

Physical Demands: This individual works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. They use a personal computer, telephones, copiers, printers, and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.

Pay Range: $90,000 - $150,000
