Naval Supply Systems Command SUPERVISORY CONTRACT SPECIALIST in Yokosuka, Japan
Summary You will serve as a Supervisory Contract Specialist in the Contracting Department of the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Yokosuka of NAVSUP FLC YOKO REG. Responsibilities You will be responsible for providing technical planning, project management, supervision, and other duties assigned for subordinate Contract Specialists and Purchasing Agents. You will coordinate requirements, perform market surveys, develop solicitation documents, evaluate proposals, negotiate prices, and award contracts. You will determine the type of contract, method of solicitation, proposal evaluation criteria, date of ward, and resources required from the Command You will assist requiring activities in developing modifications packages to include Statement of Work (SOWs), schedules, and contract documents. You will formulate policies and procedures for all phases of Pre-Award and Post Award contracting functions and negotiates and awards contracts. You will conduct independent discussions with high level government offices, Embassy and Consulate personnel in country, Chief Executive Officers (CEOs), and foreign government officials from around the world to discuss variety of contracting issues. You will directly supervise the performance of employees in the Husbanding Division, and in managing the contracts workload in the Division to ensure the successful accomplishment of all divisional tasks, contracts, and any assigned work Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, negotiating, awarding, and administering contracts at all dollar values; performing pre-award and post-award contracting administrative functions; formulating pre-award and post-award contracting policies; and managing contracting and/or purchasing personnel. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
