The primary purpose of this position is to provide international affairs and defense planning expertise to accomplish the mission of Fifth Air Force and promote stability and security in Northeast Asia region. The incumbent serves as the Fifth Air Force lead action officer for multiple defense issues and bilateral functions with the Japan Air Self Defense Force. Responsibilities Serves as the Fifth Air Force lead action officer to the Commander, Deputy Commander, Chief of Staff and Director, Operations and Plans for multiple defense issues and bilateral functions with the Japanese Air Self Defense Force (JASDF). Serves as lead planner for 5 AF Key Leader Engagements (KLEs). Plans and coordinates Phase 0 shaping operations as detailed in the Operations Plans (OPLANs) and Concept Plans (CONPLANs) that Fifth Air Force is tasked to support. Conceptually identifies and develops bilateral plans and programs. Analyzes the impact of global and regional POL-MIL developments relevant to the US- Japan security alliance. Identifies requirements and coordinates and conducts research efforts to analyze and forecast potential defense options on a strategic, long-range basis with particular attention to cultural and historic perspectives. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: Recent experience (within the past two years) in USAF/JASDF bilateral exercises is highly desired. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Must maintain official US passport and required visas Selectee is required to meet specific physical standards and medical requirements consistent with being able to perform the essential functions of the overseas position (REF: AFMAN 36-204, 8.1.1) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes administering joint and combined military operational and staff procedures; initiating joint doctrine and advising on the process for formulating joint doctrine and policies; leading contingency warfare planning, including concept plans (CONPLANS), command post exercises (CPX), field training exercises (FTX), and operation plans (OPLANS); directing operations planning and formulating planning scenarios in which force capabilities and limitations are analyzed; consulting on principles, practices, and doctrine associated with military operations; applying a variety of analytic and problem-solving techniques to develop solutions to complex problems; and working effectively with large and small team, and motivate stakeholders without holding direct position of authority. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of joint and combined military operational and staff procedures. Knowledge of joint doctrine and the process for formulating joint and policies. 2. Expert knowledge of contingency warfare planning, including concept plans (CONPLANS), command post exercises (CPX), field training exercises (FTX), and operation plans (OPLANS). Knowledge of operations planning concepts and experience with formulating planning scenarios in which force capabilities and limitations are analyzed. 3. Expert knowledge of principles, practices, and doctrine associated with military operations. 4. Ability to work effectively with large and small team, and motivate stakeholders without holding direct position authority. Ability to communicate effectively, both orally and in writing. 5. Ability to apply a variety of analytic and problem-solving techniques to develop solutions to complex problems. 6. Ability to work effectively against short suspenses with little or no supervisory oversight. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
