Rising Ground Program Director_Home Study and Post Release Services in Yonkers, New York

Overview

The Passage of Hope (POH) HS/PRS Program provides case management and other supportive services to Unaccompanied Children (UC) who are currently under legal custody of the Federal Government or who have completed the reunification process and are now residing in the community with their sponsors. Working in collaboration with the federal Office of Refugee Resettlement, our HS/PRS program provides support and assistance to families in need of Home Study Services, and families in need of Post Release Services (PRS). For PRS Services we link children and their families with an array of community services that will help them achieve success and permanency in the United States so they are able to move forward with their lives and thrive. The Program Director of HS/PRS will be responsible for the daily operations and management of the UC Program HS/PRS Unit.

Responsibilities

Program Delivery /Professional Practice

  • Acts as main liaison between ORR and program staff.

  • Ensure that the program is being run in accordance with all regulations as outlined by ORR and in a manner that is consistent with the Organization’s mission and values.

  • Coordinate both programmatic and financial elements for the services provided to unaccompanied children through the HS/PRS program.

  • Monitor the budget of the program to ensure that it is spent in accordance to the ORR approved budget, always ensuring that all needs of the program are met on a timely manner.

  • Develop and maintain strong knowledge of ORR current policies and procedures related to Home Studies and Post Release Services

  • Ensure that all staff are trained in all ORR HS/PRS related training, as well as all Rising Ground’s mandated training.

  • Ensure all ORR program expectations and mandates/deadlines are met for home study referrals and all three levels of post release services.

  • Ensure all monthly and annual reports are submitted in a timely manner.

  • Monitor data related to completion and delivery of HS/PRS services to ensure ORR compliance and quality service delivery.

  • Develop strong relationships with community providers and stakeholders to strengthen the program resources.

  • Show organizational commitment which includes understanding and actively supporting the mission, policies and procedures protecting the integrity of the Organization.

  • Work in collaboration with the Compliance Manager (Quality Assurance Staff) to ensure program compliance, and to track performance indicators to ensure the best quality and timeliness in service provision.

    Staffing/Administration

    • Directly supervises the Supervisors within the Home Study and Post Release Services units, Resource Coordinator, and the Administrative Assistant of the Program. • In conjunction with Human Resources, select, interview and hire for new management staff in the program. • Coordinate and provide specific program-related orientation for new employees and ongoing training to ensure competency and quality service delivery. • Monitor progress of staff through performance evaluations. Assist staff in developing improvement plans and ensure training compliance.

Qualifications

  • A Master’s degree in a Human Services related field.

  • Five or more year of supervisory and management experience

  • Knowledge about family preservation, kinship care, local community social services and/or general child welfare

  • Experience working with immigrant populations as well as home studies and post release services programming is preferred

  • Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public

  • Excellent writing and communication skills

  • Proficient in Microsoft Office

  • Bi-lingual (Spanish/English)
